How to go about hardware troubleshooting? Answers Found in Comments

Question Details: My setup was-
dfi lanparty jr x58 T3H6
OCZ3G1600LV6GK ddr3 1600 3×2 gig
hd 4850 1 gig
850w thermaltake
i7 920
Everything seemed to be fine then while stress testing all the voltages spiked in the provided lanparty temp and voltage monitoring and the board died. Ever since that my system will crash randomly no BSOD just restarts. When it restarts I gets stuck on the vista loading bar and I have to unplug it for about 5 mins and it will start again. The north bridge was pretty hot to the touch so I took a box fan and opened the side of my case for the extra cooling but still happened again! In realtemp my processor never tops 45c running prime 95.
A couple things I noticed was when i open my taskmanage and monitored the processor cores the second one spikes alot and the 4th one stays at 100% always. During idle it hops around from about 15% to 40% usage overall but none of the cores but the 2nd and 4th one seem to be working that hard. This only started happining after the motherboard died. Also not sure if its just a program conflict or what but when I have realtemp 3.0 open and open cpuz my processor speed drops to 6 x 133 which drops my processor down to 798. Kinda odd but when I shut down realtemp 3.0 cpuz will reads the stock i7 920 speeds @ 20×133.
I have tried everything I can think of. The i7 was from my gateway fx 6800-01e so been switching out parts to troubleshoot from that. Tried switching the ram out, power supply- a 450w no name that came with the gateway and ran the system fine, used a old ati x800 graphics card with no power adapter, And used my gateways motherboard. Nothing seems to work and im running out of ideas. I have no spare i7 so thats what im thinking it is for now until I can afford to pickup another. This is my first build and I have googled it to death with no solution as of yet. So if you have suggestion please be specific as I have minimal building and troubleshooting knowlage. Everything is seated fully and the mortherboard is properly mounted to eliminate any suggestions in that area also.
Prime95 wont stop but worker 4 doesnt pass test one in the time it takes the other threads to run 2 full loops.
When I have Real Temp 3.0 and Cpuz open at the same time it will crash within minutes and I noticed my volts will drop down to .083 and dies.

Try turning off speedstep and any C-power saving options that may be turned on.
